I created a custom application that does just that. All you have to do is create a database (you can use the mail db or a blank one) and in it make a button on your memo form that saves it for delivery at a time you specify. Then, create an agent that runs every hour (or day, week, etc) that checks the view (you must create a view that stores the pending delivery messeges) and sends the memos if it is the time specified.
